Michael Tholen, Oil & Gas UK
Michael, as upstream policy director at Oil & Gas UK, seeks to promote the competitiveness
of the UK Continential Shelf (UKCS). He is responsible for managing the industry’s
relationship with the Oil and Gas Authority, HM Treasury and the Department for Business,
Energy and Industrial Strategy on exploration and production activity, fiscal and energy
policy, regulatory affairs, and decommissioning.
Michael was seconded to the Wood Review and co-author of the report that has led to a
fundamental reshaping of the regulatory framework on the UKCS. His team provides regular
analysis and commentary on the outlook for the North Sea oil and gas industry. Prior to
joining Oil & Gas UK, he worked internationally for Shell for 20 years. Michael is a Fellow of
the Institution of Mechanical Engineers and a regular commentator on the energy scene.
