Andy Samuel, Oil and Gas Authority
Andy was appointed chief executive of the Oil and Gas Authority (OGA) – the UK oil and gas industry regulator – in late 2014 and took up the post 1st January 2015. He has overseen the establishment of the OGA, setting in place a team with the necessary expertise, capacity and capability to deliver the Maximising Economic Recovery (MER) UK strategy recommended by Sir Ian Wood in his review of the UK offshore oil and gas industry. In February 2015, the OGA published its Call to Action in response to the global drop in oil price and provided an update in September 2015 to detail what practical measures can be taken by the OGA, industry and government to mitigate the immediate risks facing the UK oil and gas industry. In 2016, the OGA published its Corporate Plan outlining its five-year plan and the MER UK strategy came into being, setting out the legally-binding obligations on all parties to work together to achieve the most from the basin.
Andy previously held various international leadership positions during a 20-year career with oil and gas exploration and production company, BG Group. He was also president and general manager of the US EXCO Appalachia joint venture operating Marcellus shale gas production and developments.
